Joseph Legend Mfon is an environmental statesman, climate change expert, geologist and diplomat. For twenty-five years his work has sat where environmental science meets the machinery of government: writing the assessments regulators rely on, shaping the policy that follows, and arguing the case in rooms where the decisions are actually made.

He serves as United Nations SDGs Network Country Director for Nigeria on Climate Change, and as Minister of Environment and Secretary of Diplomacy for the State of Birland. In 2007 he founded Quatenary International, now one of Nigeria's established environmental consultancies, working across the Niger Delta for operators including NNPC, Shell, TotalEnergies and Nigeria LNG.

He has authored or supervised more than 250 environmental impact assessments, environmental studies and technical publications approved by regulatory agencies and development institutions, and contributed professional input to Nigeria's Petroleum Industry Act of 2021.
